Russia is overhauling its defense industry to prioritize mass production of drones and electronic warfare tools over traditional heavy weaponry, a shift that could erode Western technological advantages through sheer volume.

From Soviet-scale factories to battlefield-driven innovation

The country’s defense sector is moving beyond simply replenishing depleted stockpiles. State-owned giants like Almaz-Antey and Kalashnikov, a Rostec subsidiary, are streamlining processes to deploy new designs faster. Satellite imagery shows expanded facilities at key sites, signaling a push toward scalable, cost-effective systems.

This transformation isn’t limited to state enterprises. Private companies and volunteer initiatives are now part of the ecosystem, bridging gaps between small technical teams and government procurement. One such intermediary, Ushkuynik, helps integrate battlefield feedback into industrial designs, ensuring rapid adaptation for mass production.

The focus has shifted away from expensive heavy armaments toward guidance systems and unmanned platforms. The Geran series of drones exemplifies this change—newer models feature jet propulsion and swarm communication capabilities. Meanwhile, the military has begun distributing portable electronic warfare kits to disrupt enemy navigation and communications.

Production targets and the erosion of Western advantages

Russia’s ambitions are staggering. By 2026, it aims to produce 7.3 million first-person-view (FPV) drones. In 2025 alone, over 130,000 low-cost electronic warfare units were reportedly delivered. The scale of Geran drone production now far exceeds the total number of similar loitering munitions currently used by the U.S.

The close collaboration between frontline soldiers and engineers allows for rapid, iterative testing in real combat conditions. This battlefield validation has also become a selling point, with Russia leveraging its combat-proven technology at international arms expos. Kalashnikov, for instance, secured a 2026 deal to supply civilian drones to India.

This industrial resilience could prove decisive in any future conflict with NATO. With roughly 700,000 troops engaged in Ukraine, Russia’s ability to sustain high replacement rates and deploy massive quantities of drones and jamming tools may neutralize Western technological superiority through attrition.

The realignment raises questions about NATO’s preparedness. While Russia has gained extensive practical experience countering Western weaponry, the alliance lacks comparable recent combat experience, creating a potential strategic vulnerability. The shift toward mass-produced, adaptable systems suggests Moscow is betting on quantity and agility over marginal technological edges.

If current trends hold, the West’s long-standing advantage in precision and advanced systems could be challenged by a defense industry built for speed and scale. The question now is whether NATO’s industrial base can adapt—or if it will remain optimized for a different kind of war.
